The CAI was established on 10 September 1940, under the command of General Rink Corso Fougier, at the insistence of the Foreign Ministry at Palazzo Chigi. The Italian Air Force Command were opposed to the move, but were overruled as the Foreign Ministry wanted to make a political gesture, because the collapse of Britain seemed inevitable.
