The man known as Mr. Crime was the head of a nationwide criminal syndicate (a forerunner of The Apparatus), who operated out of Dick Tracy's city. He also went by the name George Alpha, which turned out to be an alias shortened from his real name, George Alphanone. Mr. Crime was an older man, with white hair and a moustache. He had light eyes, and seemed to suffer from exotropia, a condition that makes the eyes drift outward (the opposite of being cross-eyed).

- Mr. Crime was a ghostly figure who followed and observed criminals encouraged them to commit acts of evil like a devil on their shoulder. At the same time he also often encourage law enforcement to gun down those same criminals showing his allegiance was only to violence and crime. No one in the story could see or directly interact with Mr. Crime only the reader was truly aware of his influence and presence.
- Never given a real origin or even a hint as to just what he was, Mr. Crime was a spectral being who delighted in following the exploits of criminals, while at the same time whispering in their ear to egg them on as well as giving them suggestions about what act of evil to commit next. He was also known to do the same thing with various members of law enforcement so they would be more likely to gun down the criminals he had chosen to “sponsor.” Mr. Crime was the first of the anthology comic book narrators.

He was also known to do the same thing with various members of law enforcement so they would be more likely to gun down the criminals he had chosen to “sponsor.” Never seen by anyone in the stories he served as sort of an anti-conscious for the featured criminal. The only people he ever told the truth to were the comic audience whom he often addressed directly. Mr. Crime was the first of the anthology comic book narrators.
