It was considered to combat the influence of Oblivion by preserving what good the Quick had achieved. However, many Ferrymen saw the Lux Veritatis as something to tie the Restless even more to the Shadowlands, violating the original purpose of the Underworld as a transition state. This started tensions to rise between the Ferrymen and Charon.
