Howie Wong (born 1955) was employed at an Asian restaurant in Miami, but was also wanting to get into the drug trade after previously being in jail on a counterfeiting rap in 1983, busted by James "Sonny" Crockett. In 1985 the grandsons of Asian drug lord General Lao Li made him an offer to buy and distribute "China White that's 'just right'", but Wong is busted by Switek & Zito before the deal could go down, and Wong tells Castillo about the meet at the restaurant that night.
