A report commonly known as The Fay Report was appointed to look into the scandal at Abu Ghraib. General Paul Kern was the appointing authority for the report. Lieutenant General Ricardo Sanchez had to ask for an officer more senior than himself to replace Fay, when it became clear that the scandal raised questions about his own role. Major General George Fay was replaced by Lieutenant General Anthony Jones.
