In C-evo, the three resources Cobalt, Mercury, and Uranium are the rare elements ("modern resources") essential for building the transstellar colony ship. They appear only after you have acquired Mass Production on tiles that were known only as dead lands. Construction of the colony ship parts can be started only after you have a Space Port. For each turn in which a city is set to work on building the requisite part of the ship, one of its workers must be on the rare element tile. If no worker is, nothing is produced in that turn.
