Using the fourth tomoe, he teleports negative and positive chakra to that location in a 8:2 ratio. When the negative and positive chakra appear at the location they have already been merged and shaped into a compact sphere. Once created, Ryuuki can use his Sharingan to telekinetically shape, manipulate it, or even give it life. He can also cause it to explode as soon as it appears or later on by flowing more negative chakra to it to change the ratio. The power of explosion depends on how much tailed beast chakra was used and how much the ratio was changed. Ryuuki isn't limited to controlling only the Tailed Beast Balls that he created with the technique, but any Tailed Beast Ball that he can see.
