The mobile investigative unit is the latest iteration in a long line of remote camera technology. The need to gather information in habitats inhospitable to normal human life, or simply hostile territory, still exists, and the MIU answers that need. The MIU is durable enough to withstand a couple shots in hostile territory, and that is the ultimate fate many meet in SWAT or military operations. The presence of these in hostile territory often indicate a raid or operation of some sort is underway or will be quite soon.
