Synopsis
| - left|thumb|200px|The Second City, Voldin.
In Voldin, Della Caine prepares to head out to work at the Ministry of Thought, a group bent on destroying art and free-thought. She bids her loved, K-003 goodbye when she realizes she's painting. Della throws the painting in the fire and warns her that she's subject to search at any time, she'd be killed if she was caught painting.
Elsewhere, David Edith, a Grand Editor, reviews art pieces for display. one is submitted by K-003. They claim this will inspire more people to pick up the pen and practice art even though it has been outlawed on Voldin. Suddenly, the lights go out and they scramble to destroy the art. Della and her Ministry of Thought members burst in and begin murdering all the art exhibitors. Lieutenant Wesal reports this is the cell they've been searching for. They begin torturing Edith for the source of his most recent paintings.

The Ministry of Thought suddenly arrive and announce they know K-003 is creating illegal art. They break into the building and find K-003's body but no one else. Lieutenant Wesal remains suspicious as Della escapes unseen.
Della returns to her apartment and cleans herself up. She cries at what she's become.
