Giuseppe "Joseph" Arcuri was born in 1913 in New York City. He joined the gambino crime family in the 1940's when the family was run by Vincent Mangano. In the 1940's and 50's he owned a liquor store. Four times a year he would send boxes of booze to Albert Anastasia's home or at several Manhattan hotels where he had guest suites. he became a made man sometime in the 1950's when Albert Anastasia was boss. On October 25th 1957 Albert Anastasia was murdered in a barber shop Arcuri kept his head down. Carlo Gambino became the new boss and Arcuri along with Lombardozzi became a big earner for the family through labor racketeering.

During Carlo Gambino's reign as boss Arcuri became a Caporegime and owned the victory social club on 69th street in the upper east side of manhattan where he lived in the 50's. During those years he would pass FBI agents many times on their way to lunch or when they were going to check his club. They recalled Arcuri was a true gentleman and was very respectful towards them. he operated quietly through out the 1960's til the 1980's, when Paul Castellano was murdered on December 16th 1985. Arcuri was neutral and was kept on as Capo by new boss John Gotti. Arcuri's low profile was blown when he was identified as one of 21 Capos on the FBI's Gambino crime family organisation chart of 1991. while most of the highest echelons of the Gambino Crime family were arrested and sentenced to prison or died, Arcuri and George DeCicco managed to avoid prosecution by slipping under the radar. When John Gotti went to prison in 1992, he created a ruling panel, or "administration", to supervise the family. This panel included John D'Amico, Gotti's son John A. "Junior" Gotti as acting boss, Peter Gotti, and Joseph Arcuri. The four men would meet to discuss business at Hawaiian Moonlighters Club, the new Gambino headquarters in Little Italy. Other accounts state that Nicholas Corozzo, not Arcuri, was on the panel. Joe Arcuri died at an age of 94 in 2007 of natural causes. Many paid their respect to the long serving mobster which proved Arcuri was a much-loved and respected man of honor. Joe Arcuri was one of the oldest still living mobsters in the US. He was a member of the Gambino Family and served the family for almost 60 years. He worked for almost every boss in the Family history, from Vincent Mangano to Peter Gotti. Arcuri never served any prison sentences because he kept a low profile.
