There were eight planetary satraps ruling the eight planets that compose the core Empire, including Eta Ceta, which was the Empire's capital. During the First Cetagandan War, Barrayar was called the Ninth Satrapy; there may have been a haut satrap ruler over Barrayar with the aid of ghem officers and possibly traitorous Vor.
