Felix Knightly was a friend of Julian Bashir and 24th century writer of holo-programs, largely inspired by Earth culture in the decade of the 1960s. Among his programs were a Cold War-era spy thriller, and a Las Vegas casino lounge. The later program featured Vic Fontaine, a singer who, despite being steeped in the culture and language of 1962, had been programmed with full awareness that he was a computer-generated being in an artificial environment. (DS9 episode: "His Way")

(DS9 episode: "His Way") Along with Vic's program, Felix sent Julian Bashir a note which said he thought Bashir's interest in the decade was verging on "the obsessive". (DS9 novel: Hollow Men) Felix had also included a jack-in-the-box subroutine in the program which changed Vic's lounge into a casino and included mobsters such as Frank "Frankie Eyes" Chalmers. (DS9 episode: "Badda-Bing, Badda-Bang") In 2375, it was rumoured that Felix would be awarded the Daystrom Prize for Holography. (DS9 short story: "So a Horse Walks into a Bar...")
