Poggle the Lesser was a Geonosian who helped found the System of Independent Confederates. He and Count Dooku organized a treaty between the different branches of the Trade Federation into one localized group to counter the growing resistance. However, when the Clone Wars broke out, Poggle remained on Geonosis, disbanding from the SIC. It could be argued that Grievous took Poggle’s place in the SIC after the outbreak of the war.
