That's a difficult question to answer. All known shinigami from Rukongai were young. Kenpachi, Ikkaku and Yumichika are the only shinigami who were adults when they joined the Gotei 13. However, it must be noted that all three had Zanpakutos before they joined while Rukia and Renji (especially Rukia, who is a kido expert) only had limited kido like abilities while in Rokungai. Other children, Gin, Rangiku, Hisagi and Hitsugaya, also have not been shown to possess zanpakutos while they were just children in Rukongai.

However, it must also be noted that the actual death and transition to soul society mechanics of Bleach hasn't really been covered. I.e. we have never seen a person who died with they were 90, needed a wheel-chair to get around etc, etc. The oldest person in Soul Society was still fairly mobile. It is quite possible that there is some sort of "age reset" that happens if you go to soul society at the very end of your life. We simply don't know all the details. Note: It has been mentioned by Ukitake in manga chapter 230 about the possibility of "those kids" ( in relation to Orihime, but I take it to also include Ichigo, Sado and Ishida) all becoming shinigami once they come to soul society ( meaning when they die) due the fact that they are not "normal". It infers that spiritual power in a previous life is carried over and related to your ability to become a shinigami once you cross-over.
