This technique is used by many hunter-nin in Kirigakure to mask their scent from ninken, missing-nin, or other shinobi with great sense of smell. This technique is also used for various other purposes as well as the one above. After the user forms the needed hand seals, they drag a large amount of water siphoned from the air toward them. The user then creates a small cloud over a short distance that rains upon the area for up to two minutes. This cloud can also be spurned to rain even longer if extra chakra is molded into the jutsu.

Along with masking one's scent by covering themselves in water, if the user can also use Lightning Release Techiques, they can create lightning bolts to imitate a real thunderstorm, making surrounding targets scatter. Wind Release users can create a small hurricane that can clear surroundings to gain the upper hand. The user can also use the water from the storm to fuel their Water Release techniques, eliminating the need to draw water from the air.
