Shenron has this seal placed on his body, several times, under the influence of a Transcription Seal. A Transcription seal is a type of fūinjutsu that allows the user to seal either or a technique within a host and activate it when a certain condition is met. The condition the needs to be met to activate the seal, is when another form of chakra, one that is not his own is flowing through his chakra system without his knowledge or permission. Once the transcription seal would activate, the actual seal effect would take place. The main effect is very basic, when activated the seal will unleash a surge of chakra disrupting the flow undoing the genjutsu. And if the foreign chakra is still in the body after this, the seal would temporarily shut down the flow of chakra then absorb any foreign chakra in his body. While it may sound complicated to those who are not skilled in the arts of fūinjutsu it was "A very basic seal to create."
