Julian Costeau (b. Aug 30, 2934) was Minister of Internal Affairs of Sekowo from 2976 to 2984. Briefly he was the leader of Jiyū-Minshutō in the Gozen Kaigi before Lee Jae-Woo was elected Shogun. Julian Costeau aided Shogun Lee in the finalization of the Act of Democratic Union; which would have disestablished the monarchy of Third Sekowan Empire and end any legitimacy of the Empire Magnificent and Imperial Federation; the act would then create the United Sekowan Republic (USR), a parliamentary democracy. The bill failed, but a few weeks afterwords Empress Kumiko Yukio abdicated the throne and disestablished the Empire Magnificent. At this point the Imperial Federation became the united government and a constitutional monarchy under Kenji Ishida.

In 2982 Julian Costeau pressed various criminal charges against former empress Yukio Kumiko and proposed the stripping of citizenship from all members of the Yukio Dynasty. The Lee-Costeau New Dawn Act was proposed to the Gozen Kaigi outlining these charges and proposals.
