Major Monogram contacted Agent P via a screen that popped out of Perry's fedora, directing him not to play the CD, but Dr. Doofenshmirtz had already done so. Heinz realized that Santa was the one who gave the CD to Perry so which is later revealed to be part of a plan to make Phineas's wish to be just like him come true.
