Skilled users can use the Third Raikage's technique to make black lighting bolts, conduct black lightning through the rain, and create black electric hail. Extremely skilled users of this technique can change the storm clouds into a large destructive electric tornado. The ability however drains large amounts of chakra and using the tornado will drain the rest of it making it a last resort.
