After accidentally falling off of his cruise ship he had been stranded on the island, where he learned to survive by any means necessary using a make-shift bow and arrows. Eventually a commercial freighter stopped by the island, and he swam out thinking they might rescue him.Post-Crisis
Oliver Queen was finally able to escape when he caught a group of drug dealers using the location for an illegal marijuana farm and turned them into the authorities.

- Starfish Island was an island located somewhere in or near the South Seas. It was shaped like a starfish, because for countless ages, the great Star Conqueror known as Starro slept beneath the ground there. When Oliver Queen was lost at sea, he ended up on Starfish Island and was forced to learn the art of survival and archery so that he could eat. While he was there he fashioned some clothing for himself out of leaves from various plants located on the island. When a pirate ship arrives at the island, Oliver has a chance to get home, but he is scared to face the pirates, because he is afraid he will die, but Xeen Arrow, a powerful being from Dimension Xero arrives and encourages him to use his newfound skill of archery to become a crime-fighter. He even gives the archer some trick arrows to use and he takes out the pirates and presumably takes the ship back to the states, where he becomes a hero known as Green Arrow. It is unknown if Oliver or anybody ever returned to Starfish Island. One thing is for certain, over time, the eventually awakened Starro was no longer buried under the landmass, as he was eventually known to have teamed up with Captain Cuda, where he battled Aquaman, and eventually he even faced the entire Justice League of America. But it is possible that these were simply clones of Starro, as he did have the ability to multiply himself. But if the Starro or Starros that Aquaman and the Justice League did face were in fact the original Starro, then one might think that Starfish Island was destroyed when he took to flight, breaking through the landmass that was once the island. This is merely conjecture though, as there is very little data to go by.

The Patrol Invest Group provide protection for most of the island's residents while the estate has its own gangs for protection, Diaz's Gang and the Vercetti Gang. VCPD officers however, are sometimes seen chasing the Patrol Invest Group guards. The island is home to drug baron Ricardo Diaz until 1986, when he is killed in a large shoot-out involving Tommy Vercetti and Lance Vance, who take over the estate. In Grand Theft Auto: Vice City Stories, the island is the only region other than the western section of Vice City that is unlocked from the very start of the game. The island also exists in the HD Universe of the GTA series, possibly with the HD counterpart of Vice City. The celebrity Al Di Napoli is from Starfish Island.
