Lord Holdhurst was a British diplomat and Conservative politician. He was very influential, and used his sway to get his nephew Percy Phelps a position in the Foreign Office. When he was appointed Foreign Minister, in charge of negotiating all treaties between the United Kingdom and foreign countries, he entrusted his nephew with more and greater responsibilities. The theft of one such treaty from his nephew made him a person of interest during Sherlock Holmes' investigation in The Adventure of the Naval Treaty. His Lordship was, understandably, less than delighted to be the object of such attentions.
