In this moment, the 'Republic' turned control of peaceful demonstrations over to the hands of dangerous radicals. The results are plain to see. The Galactic Empire shares some small portion of your suffering. The Rebels attacked aid convoys bound for Caspar, bribed your government into continuing to indulge their treason against her. This was the price. This chaos might have been avoided. Had the Caspian Assembly ordered investigations into the crimes the Empire brought to light. Had the Crest agreed to reasonable terms to ensure the veracity of the treaty that guarantees peace between our peoples. Instead, you have been forced to bare the cost of Republic treachery. The Rebel Alliance has abandoned you. The spies headquartered at its embassy have fled, it claims the Empire has invaded and expects you to go to war, but will commit no forces of its own. It guns down your citizens in the streets. In the chaos of the riots, the Empire has committed our resources to securing your world - star ports remain open, aid convoys continue to arrive, Imperial Stormtroopers patrol the most volatile districts and enforce the law with non-lethal tools. We shall continue to be a friend to Caspar. Emergency shelter has been established under Imperial protection for those who cannot or do not wish return to their homes. Recovery funds have been assigned to aid businesses damaged by the violence. But these measures are only salves to soothe the symptoms of a disease rampant at the heart of your government. Now is the time to demand that it holds those who have betrayed you to account. Now is the time to take back Caspar for the Caspian people.
