It was established in 1928 and has its headquarters in London, England. It is the counterpart of the World Organization of the Scout Movement (WOSM). The mission of WAGGGS is to enable girls and young women to develop their fullest potential as responsible citizens of the world, teach leadership, and instill values.

Sie hat einen Sitz im Weltkomitee von ISGF/AISG (International Scout and Guide Fellowship), dem Weltverband der Altpfadfinder.
