Thomas Henry Elam (c.1813 - 14 March 1886) was a businessman and local politician in the Westminster area. Born in the parish of St Martin in the Fields, by 1855 he was resident at 33 Sackville Street in the parish of Westminster St James. In that year he was elected to the Vestry of St James parish, an early local authority created by the Metropolis Management Act 1855. He died at his home, "Firsleigh", Isleworth, aged 75.
