After the Assembly had fled New Hastings ahead of General William Howe's attack, Radcliffe met up with Victor Radcliff at Horsham after the Royal Navy dropped off Copperskin mercenaries to attack Avalon. Victor Radcliff promised 100 soldiers to help keep the strategic port city safe. Matthew Radcliffe was also indirectly responsible for Victor Radcliff's decision to send Thomas Paine to Terranova to stir up dissent in British possessions there.
