As with most members of Zaldan culture, he abhorred deceit, including expressions of politeness and other social niceties. Councillor Molmaan sat on the Federation Security Council during the Federation-Cardassian Wars, and worked several times with Presidential Advisor Sonek Pran during that period. Molmaan came to respect Pran as a "creature of truth" during this period. Also during this time, Molmaan admitted to Pran that he favored Zalda's secession from the Federation, believing his fellow members to be insufficiently truthful. (ST novel: A Singular Destiny) Federation President Nanietta Bacco sought Molmaan's advice on foreign policy and defense matters on several ocassions dring her first year in office, respecting his serious opinions, particularly as they related to the evolving political situation within Romulan space. (ST novel: Articles of the Federation) In early 2381, Molmaan stormed out of Council chambers when Zalda was accused of refusing to accept refugees from Alrond following the Borg Invasion of 2381. Pran convinced Molmaan to return to Earth and discuss the nature of the accusations, and the councillor was mollified when Councillor Djinian of Cestus III reported the arrest and criminal investigation of the refugee ship commander. Following the public revelations about the formation of the Typhon Pact, Molmaan suggested that the summit between the Federation and its unaligned neighboring powers be held on Zalda.
