Like all Power Cells the "Diamond Mining Cell" is also an all-purpose-tool for pulling blocks, except for ore. Diamond Mining Cells can be crafted in your Crafting Menu (default key "Q") or at Crafting Tables (that still exist in worlds created before R22 on September 16th 2015). However at first the crafting-recipe has to be unlocked by crafting an Iron Mining Cell, finding one in a Diamond Treasure Chest or take it from a drop of the thing for example. To craft one Diamond Mining Cell, you'll need (as of R27 in January 2016):

To craft one Diamond Mining Cell, you'll need (as of R27 in January 2016): * 4 Diamond (bars) made in a Forge from Diamond Ore * 2 Iron Slabs made of Iron Bars in a Processor * 4 (blocks of) Tourmaline mined from the Stalactite layer, which requires at least a Stone Mining Cell; or by obtaining Tourmaline from Warmworms, either by killing them or harvesting from them as Pets * 5 (blocks of) Hardened Lava mined from the Lava layer, which requires at least an Iron Mining Cell * 8 (blocks of) Ice, found on frozen Oceans under a thin layer of snow, in frozen rivers or waterfalls in Taiga-biomes or Canyons, more rarely on Mountains or Frozen Deserts, or can be "produced" either with Freeze Bombs or Water placed into cold biomes/packed in snow Taking/crafting a Diamond Mining Cell will unlock the recipes for Healing Beacons, Fans, (basic) Excavators, Lumite Mining Cells, Corruption Resistance Potions, Fire Bombs and Purification Bombs. You will need Diamond Mining Cells to pull Corrupted Blocks on the Corruption Layer. With Diamond Mining Cells you can pull Water, Tar, Bog Water and Mineral Water, but not liquid Lava nor Corrupted Water. * 400 on Corrupted layer blocks or * 800 on Lava and Stalactite layer blocks and * infinite on weaker blocks
