The Pokau Trading Grounds were once a few small merchant stalls and a well. Since the opening of the Seikitsu Pass in the 12th century, the village of Pokau became a city, and the trading grounds became both a bazaar and a merchants' quarter. Geisha houses, bars and other establishments popped up in and around the bazaar, increasing the corruption. This area had become one of the largest trading grounds in Rokugan, even dwarfing the economy of Ryoko Owari Toshi.
