President James Heller directed the USS Massachusetts to commence salvage and rescue operations immediately. Despite Heller's insistence that the attack was not ordered by the U.S. military command, President Wei regarded the ship's sinking as an act of war, and mobilized his naval fleet to attack the U.S. naval base at Okinawa, Japan. The two countries came close to war, but Jack Bauer was able to prove Cheng's survival to the Chinese and they backed off in exchange for reparations for the loss of the ship and crew.
