The Federation Council Chambers was a large hall located on the first floor of the Palais de la Concorde in Paris, where the Council of the United Federation of Planets held their formal sessions. The chamber was a rectangular space that took up most of the space on the (circular) floor. The center of the floor was the speaker's floor, from where the council was generally addressed. To two sides, along the east and west walls, were rows of seats for the Federation Councillors. When first built, one row of twenty seats was installed at both sides of the room; as member states were added, two additional rows would be added at a time, always maintaining balance. By 2380, there were 160 seats to accommodate 154 councillors (155 with the admission of Koa late that year).

In front of the south was a podium, where the leader of the session (the president, when in attendance) stood. Behind the podium hung a viewscreen, used for remote communications as well as displaying vote tallies. Opposite the podium on the south end of the chamber was the gallery, where members of the public and the press could watch council proceedings when in open session. (ST novel: Articles of the Federation) Federation Council Chambers were first depicted in Star Trek IV: The Voyage Home. That film suggested, but did not explicitly state, that Council Chambers were located in San Francisco rather than Paris.
