The Board was influenced by several factors: * First, the public apology and suicide letter written by James Stewart Sinclair to his brother Joshua Josephson Sinclair which called for representation for the rank and file employee of the Corporations in the Charter Convention; * Second, the media pressure placed on the United Nations government to demand an end to the Rebellion; * Third, the demands of the Corporations most effected by the Robin Hood Raids. Secret talks began in 2854 CE between members of Charter Convention’s executive board and representatives of the Rebellion leaders and the final draft of the amnesty agreement were initialed by the parties in 2856 CE.
