Days later, Cochrane was the first police officer to investigate the death of Charlie Clark, a Negro janitor from Elizabeth. Like most in the town, Cochrane assumed that Charlie had been a "good" citizen, and was surprised to discover that Charlie had been part of planned Negro uprising. However, the investigation was turned over to the Virginia Bureau of Investigation (VBI).
