Although it was built in 60-57 BBY, it's roots can be traced back to 73 BBY when the Rishi Empire considered building a massive battlestation, codenamed Project Obedience. They named the station XRE-1 Prototype Battlestation, although it was later renamed the RE-1 Orbital Battlestation. The Rishi Shipyard Corporation was contracted to build the station, but when the Rishi Revolution broke out in 59 BBY the revolutionaries captured Don Yante Shipyards, where it was being built. The construction project came under the control of the rebels, and when they won the war it was ready for action.
