Just like its parent technique, the user forms the tiger hand seal and uses water as a building block to create a clone of themselves. However, when a clone is hit by an attack the technique isn't dispelled. Instead, the clone divides to create to water clones in its place. The "offspring" of the clone will do the same if they are hit. The only way to destroy a clone without it dividing is to absorb it or kill the two clones that were produced within the first second of their creation. If they are hit even a millisecond later or only one is hit than they will divide like usual.

While most would expect the "offsprings" to be weaker because the chakra needs to be spread out, this is not the case. The clones that are created from the their progenitor are just as strong as their progenitor. This is because the chakra and water in each clone is very closely merged, which means the chakra increases with the increase of water. Some experienced users are able to have the chakra increase more than the water, resulting in slightly stronger clones. This is possibly because the water and chakra are completely merged. The one drawback this technique is how much chakra it takes to use it. To just create one hydra clone a user must put as much chakra into the clone as one would to use the Multiple Shadow Clone Technique. This makes creating numerous hydra clones a very rare sight. Even shinobi with some of the largest reserves can only create 10 clones at a time and it usually leaves them in a very exhausted state.
