Reimer and his partner Kartz conducted time travel experiments under the direction of Joinson Dastari aboard Space Station Camera. Kartz and Reimer's work eventually produced the Kartz-Reimer module, but caused significant enough disturbances to the fabric of spacetime to attract the attention of the Time Lords. The Second Doctor referred to them dismissively as "incompetent meddlers."
