Suicide by cop is used to describe an act where the main person responsible for committing a crime such as mass-murder forces members of law enforcement to kill them, hence the term, "suicide by cop". This occurs due to the fact that the killer who has returned a point of no return will prefer death over spending the rest of their lives either imprisoned or in an institution of some sort. In "NCIS", some criminals have opted to commit suicide by cop.
