Richard Michael Barnes (born 1 December 1947) is a politician who was Deputy Mayor of London from 2008-12. Barnes was a Conservative Party member of Hillingdon London Borough Council from 1982 to 2014 leader of the council from 1998. securing the re-election of the Conservative administration with an 11% swing, one of the most remarkable results in a poor year for the party. From 2000-2008 he was a member of the Greater London Authority representing Ealing and Hillingdon. From 2007 he was leader of the Conservative group on the Assembly, and from from 2008-12 was Deputy Mayor to Boris Johnson. He lost his seat at the 2012 Assembly election.

He subsequently left the Conservatives, running unsuccessfully for election as an independent at Harefield Ward, Hillingdon, in the borough elections in May 2014. In September 2014 he announced he was joining the United Kingdom Independence Party.
