  • Every citizen of Arcadia can participate in the Arcadia provincial elections, if he is on an official election list. Lists are by province and can be established by any citizen, if the list contains just 2 citizens for the Second College and at least 10 for the provincial government, and if the list is registered at the Arcadian Election Office two months before Election Day. On election day all citizens are demanded to vote - there are election offices in every town and city. Voting is not obliged, but as Election Day is an official holiday and everyone is asked multiple times to vote, most vote anyhow. Usually, 85 to 95% percent of the citizens with the right to vote turn up. There is no possibility to cast a blank vote. Voting occurs in a private place and on a computer. For the Second College, the voter marks the list he wants to vote on and the person on the list he prefers the most. The latter is not obliged, and if the voter doesn't mark a member on the list, the first person on the list is automatically chosen. In every province, the two people with the most votes, become Senator in the Second College. For the provincial government, the voter marks his preferred list, and if wanted the person he prefers the most - the same system thus. The person with the most individual votes becomes Governor of his province. Parties are equally represented in the province legislature, giving best scoring people priority.
