In words of Mayuri Kurotsuchi there is an agreement between the shinagami & zanpakuto which lets them wield its power (Source: Bleach 2nd Movie). Since Ikkaku is a power type individual the zanpakuto he wields needs to be of similar nature. But on a side note it has only been shown once so you cannot judge it based on that. His Bankai may or may not have more abilities associated with it.

Famine09: NO, his bankai special ability was increasing power, and it becomes more powerful after the red dragon crest fill... except for that, his bankai offers no speed increase, additional defense or anything...
