A Phanto is an enemy that has somewhat of a scary feeling associated with it. The Phantos are harmless, despite the scary mask they have on. Phantos will move once a key is picked up and will chase after a player until it is dropped. Phantos will not move while a key is dropped and will continue to move once the key is picked back up. Basically, a player needs to keep moving until they reach a locked door.
