He booby-trapped a speedboat, which Flash attempted to use to catch up to him, unsuccessfully. Flash then ran after him on top of the water, but his vibrations just pushed Turtle Man further ahead of him. Flash then thought to run around the boat, which created a vortex, sending the Turtle Man flying from his boat and into the Flash's arms. The Flash turned him into the police. He eventually met with his idol, the Turtle. The older villain, fascinated by Turtle Man's Turtle gadgets, gave him a lab to use. However, there was an explosion in the lab, disfiguring Turtle Man and forcing him to live in an electronic prosthesis. Together, the two of them tried to rule Keystone City. However, their partnership always seemed to be unbalanced in his older counterpart's favor. They built a vast criminal empire based underneath Keystone, in an abandoned salt mine. Turtle Man designed an ultrasound projector, which they used against Wally West when he discovered a warehouse they had been using as a hideout. It put him into a stasis, causing him to hallucinate. Turtle Man was quite proud of his inventions, but bitter that the Turtle had acted as if they were his own. He longed to be more than the second rate thug that he was. When he was captured, the Turtle Man was actually happy. He was able to act as if the entire ordeal had been all his doing. He was finally respected, at least in the way that he wanted to be. He was sent to Belle Reve to be imprisoned.
