Under the terms of this deal, Richard would be incarcerated for two years at a minimum-security penal colony in New Zealand. When Julian expressed his opinion that the sentence was overly harsh, Bennett replied that the law against genetic engineering was one he felt must be strongly enforced, citing the Eugenics Wars as an example as to why Richard's punishment was appropriate. (DS9: "Doctor Bashir, I Presume") Bennett was played by J. Patrick McCormack. While he was referred to as a "rear admiral" in dialogue, he wore the insignia of a full admiral, four pips in a square flag officer insignia device. The correct insignia would have been the two-pip variant seen on previous rear admirals Brand and Erik Pressman. Regarding this, Ronald D. Moore commented: "No excuse for this one, it's just a goof."
