| Synopsis
| - When the Wizard realized the seriousness of the terrorist threat of the Mosconian group, he contacted the F.B.I., which in turn contacted the Shield. The two meet briefly for the first time, and as the Wizard fought the group at West Point, the Shield went to Pearl Harbor.
Both successfully smashed the Mosconian sabotage plot against the U.S. Government, but the Wizard learned that the Moscians also planned to bomb Hover Dam. After thwarting their plans to do so, he saw a "vision" of the "master" Mosconian in Canada.
The Wizard heads north and confronts the "master." He unmasks his foe and finds out that it is the Mosconian's National Ambassador to the United States. He also learns that the spies plan to destroy the Golden Gate Bridge in San Francisco.
On his way to California he meets the Shield again, and they team up, this time fighting together, against the terrorist.
- Bob Phantom busts up an arson ring.
- Dick Storm meets Margie Conway and Jessups in India.
- While vacationing in Louisiana, Kardak and Lorna have stumbled into a mystical land of voodoo.

| - * "The Mosconian Menace" story was not only the first crossover for MLJ Comics, but also the first meeting of the Shield and the Wizard. They met in Part One, Top-Notch Comics #5 and Part Two, which was published in Pep Comics #4. Part 3 was published in Pep Comics #5, and Part 4 in the Top-Notch Comics #6. This issue concludes the "Mosconian" storyline.
