The Kahhn Articles were written by King Kahhn, the first leader the Great Horn Dragon Imperial Federation, the Galactic Federation, and the Galactic Imperial Alliance. They set up a system of government which Kahhn planned out that would accommodate an empire composed of planets in different systems. Because the time it takes to travel between systems is so great, Kahhn believed that each system, and perhaps even each planet, should be allowed to govern themselves.
