Born in Westminster, he lived in a number of locations in the London area: Camberwell, Lambeth and St Luke's, before settling in Islington. At the 1881 census he was described as a "parliamentary agent". A member of the local vestry, he represented Islington on the Metropolitan Board of Works from 1882 until his death.
