Francesco Cruz is the oldest son of crime boss Jorge Cruz, and older brother of Felipe Cruz. Francesco runs all of the Cruz family import/export business (electronics/computers/etc.), and was working with Metro-Dade Detective Ricardo "Rico" Tubbs (under the cover of Rico Cooper). Francesco is also very jealous of the success Felipe has had on Wall Street, and was not happy to see his younger brother during his dealings with Tubbs, which caused the deal not to be made, and was seen by Francesco as Felipe's attempt to take over the family business.
