By 2373, Fullerton and the New Essentialists had come to see Risa as the epitome of a self-indulgence they felt was destroying the Federation. Fullerton held rallies, published analyses of recent Federation history and had his followers stage a mock attack on the tourist facilities. Fullerton convinced Worf to join them and Worf shut down Risa's weather grid, allowing the planets true weather cycle of constant rain to be experienced by the tourists. Using the uplink created by Worf, Fullerton later intiated several earthquakes that damaged several buildings. Before he could cause more, he was stopped by Worf. - Pascal Fullerton was a Human and chairman of the New Essentialists movement, an organization dedicated to "restoring the moral traditions" of the Federation. Fullerton regularly held rallies on Risa, which he saw as the epitome of the decay of Federation values. He described himself as a professor, and had written several articles on the subject. He believed that focus on pleasure was just one example of how the Federations citizens had become soft and defenseless against attack from their enemies. In 2373, he visited Risa while Worf and Jadzia Dax were vacationing there.

(DS9 episode: "Let He Who Is Without Sin...") In 2401, Fullerton appeared on Illuminating the City of Light, where he called for a return for human values following the Undine War and organised protests against Federation President Aennik Okeg. Fullerton also condemned Starfleet for trying to negotiate with the Undine. (STO novel: The Needs of the Many)
- Pascal Fullerton was a Human and chairman of the New Essentialists movement, an organization dedicated to "restoring the moral traditions" of the Federation. Fullerton gave Worf New Essentialist literature and he attended the group's rally. Fullerton planned to stage a fake attack on Risa to demonstrate his point. However, feeling that the Essentialists' efforts were likely to be ignored and forgotten, Fullerton and his group sabotaged Risa's weather modification network to demonstrate how "complacent" Federation citizens had become. He did this with the help of Worf, who had rigged a tricorder to sabotage the grid which caused Risa to revert to its normal rainy climate. Fullerton had also planned to disable Risa's seismology by sabotaging the planet's seismic regulators, which would have destroyed every structure on the surface, in an irrational effort to "put an end to the party". He was stopped by Jadzia and Worf, who had become disillusioned with his tactics. Angered that Worf would turn his back on his cause, Fullerton struck him across the face, but the Klingon easily overpowered and tossed him aside. (DS9: "Let He Who Is Without Sin...") Pascal Fullerton was played by Monte Markham.
