If you could, the horse could only take you to Sprout and Verdure Islands, and it's too big to fit into Kirk's boat. Instead, the horse is used for the Horse Festival, where you need to motivate your horse to pull its sled to the finish line. You can practice this by pressing A at the red sled in the pet stable.
