In this series, Victor Fries was a common bank robber who was chased into an experimental laboratory by Batman. He became trapped in a chamber that mutated his body into a walking icicle. After this he convinced a scientist to make him a suit to better control his newfound powers. With this done he desired freeze Gotham, steal it's valuables and ultimately kill Batman himself.
