Started a few months after Imperial withdrawal from the system in 0 BBY and completed under Admiral Roj's prompting in 4 ABY, this class of warship was the flagship and champion of Caspia until more substantial ship construction projects were undertaken. Mere weeks after the final Imperial ship departed Caspian space, initiatives were underway to develop larger, more modern, and more capable starships. During the waning years of Imperial occupation, crime, corruption, piracy and general interference with commerce increased with alarming frequency in stark contrast to remarkable sluggishness in response by the Imperial garrison. The entire endeavour was bogged down by complications and construction challenges and lacked proper direction until the coming of the Barren Sector Fleet. With encouragement from Roj himself – who saw this as a way that Caspians, Sarians, and his own people could relate to and collaborate on – the cruiser was completed and outfitted in short order. Unfortunately, Roj would not last to see it, but the ship nonetheless represents a significant step forward in starship design.
